About the role
The Community of Communes Cœur de Beauce is looking for a dedicated Water and SPANC Mission Officer (F/H) to manage its drinking water production and non‑collective sanitation services across 46 municipalities. Reporting to the General Services Directorate and working closely with a fellow mission officer and a full‑time secretariat, the role ensures the quality, regulatory compliance and financial sustainability of these public services.
Key responsibilities
- Monitor and coordinate the service provider responsible for the drinking water network maintenance, ensuring contractual obligations are met.
- Validate water sale tariffs, price updates and draft contractual amendments.
- Oversee sanitary compliance of produced water, collect and track ARS analyses and self‑monitoring data.
- Maintain and update dashboards, prepare the annual performance report and manage the two water catchment areas.
- Administer the SPANC service: technical and administrative follow‑up of non‑collective sanitation installations, advise users and elected officials, and organise collective emptying operations.
- Participate in meetings with ARS, DDT, environmental commissions and steering committees; handle DT/DICT instructions.
- Track budgetary expenditures and revenues, conduct technical and regulatory monitoring, and produce annual reports on price and quality of public services.
Required profile
- Relevant higher education or professional experience in water management, environmental engineering or public utilities.
- Strong understanding of French water and sanitation regulations.
- Ability to work autonomously, coordinate multiple stakeholders and travel frequently across the territory.
- Excellent analytical and reporting skills.
