Training and Education Manager I

About the role

The Department of Health and Social Services (DHSS) is seeking a Training and Education Manager I to lead professional development and community outreach for Delaware’s Birth to Three Early Intervention Program (B23). In this role you will strengthen early‑intervention services statewide by coordinating trainings, supervising staff, and fostering partnerships with providers and community organizations.

Key responsibilities

• Plan, coordinate and deliver a variety of training formats including classroom, on‑the‑job, virtual workshops and group activities.
• Organize and prepare training materials, handouts, manuals, audiovisual and specialized equipment.
• Research and select delivery methods, assistive technologies and instructional resources based on evidence‑based practices.
• Coach participants, provide feedback and facilitate learning to improve performance.
• Collect and analyze data from surveys, evaluations and assessments to measure training effectiveness and identify improvement opportunities.
• Develop recommendations for new or revised courses, instructional methods, materials and resources.
• Provide technical guidance on training and education matters and promote related services.
• Maintain accurate records and reports such as schedules, rosters and participation logs.
• Supervise the Training and Education Specialist III and represent B23 at conferences and community events.

Required profile

• Experience leading training programs and professional development initiatives.
• Ability to collaborate with program leadership, service providers and community partners.
• Strong analytical skills for evaluating training data and making evidence‑based recommendations.
• Supervisory experience overseeing training staff.
• Commitment to IDEA Part C compliance and early‑intervention program quality.
