Security Manager (P-4) – Fixed Term – Gaza

About the role

UNICEF is seeking a P‑4 Security Manager on a fixed‑term appointment to lead security operations in Gaza. The role ensures the safety of staff, assets and programmes in a highly volatile environment while supporting humanitarian response.

Key responsibilities

• Develop and implement security risk management and compliance measures for UNICEF operations in Gaza.
• Coordinate operational security, incident response and emergency preparedness.
• Facilitate humanitarian access, convoy coordination and movement planning with de‑facto authorities, armed groups and community leaders.
• Provide security support to emergency programmes, inter‑agency movements and high‑risk field missions.
• Oversee physical security, asset protection and civil‑military coordination, including preparation for potential International Stabilisation Force activities.
• Lead capacity‑building and training for national security staff in Gaza and Jerusalem.

Required profile

• Extensive experience in security management within complex, fragile or conflict‑affected settings.
• Advanced operational judgement, negotiation and coordination skills.
• Proven ability to engage with local authorities, power brokers, armed actors and humanitarian partners.
• Strong understanding of humanitarian movement, risk assessment and emergency response.
