Public Health Advisor (Senior Project Officer)

About the role

The Public Health Advisor will lead the planning, development, implementation, and oversight of complex public health grants, contracts, and programs. This senior Project Officer role works closely with federal, state, local, and international partners to ensure compliance with statutory, regulatory, and funding requirements.

Key responsibilities

• Lead the planning, development, implementation, and oversight of complex public health grants, contracts, and programs.
• Provide senior‑level program leadership and strategic consultation by analyzing public health systems, developing program plans and performance measures, and recommending improvements.
• Develop and implement communication, education, and outreach strategies, including creating health messages, conducting training for health professionals, and establishing stakeholder partnerships.
• Evaluate program performance, conduct compliance reviews, prepare reports and testimony, and represent the program on interagency committees and task forces.
• Draft testimonies, policies, and financial statements for hearings and executive reviews, addressing concerns of grantees, contractors, and the public.

Required profile

• Knowledge of organizational, operational, and programmatic concepts used by public health agencies.
• Knowledge of methods and techniques for developing and delivering public health programs in state and local settings.
• Understanding of specialized public health programs and ability to apply administrative and analytical methods.
• Strong oral and written communication skills, with experience preparing reports, presentations, and correspondence.
• Experience working with mental health, behavioral health, substance use, healthcare, or social service systems and coordinating program implementation.
