About the role
The Programme Management Officer will support the Crisis Response Division of OCHA by strengthening people management practices across the organization. Reporting to the Director of the Programme Management Unit, the incumbent will work closely with Human Resources, senior managers, and field teams to ensure effective coordination and implementation of humanitarian programmes.
Key responsibilities
- Develop, implement and evaluate initiatives to improve people management within the Division, monitoring progress and initiating corrective actions.
- Provide consulting assignments on people management, facilitating workshops and assisting clients in developing change‑management action plans.
- Research, analyse and present information on people‑management topics from diverse sources.
- Conduct reviews, monitor trends and produce indicators related to gender and geographic diversity for OCHA’s global operations.
- Prepare written outputs such as background papers, analyses, report sections and inputs for publications.
- Support senior managers on people‑management issues, drafting requests and communications in consultation with HR.
- Lead or participate in complex field missions, guiding external consultants and senior staff, and drafting mission summaries.
- Assist with budget‑related activities, including programme preparation, progress reporting and financial statements.
- Promote gender parity and geographic diversity throughout people‑management processes.
Required profile
- Experience in people‑management or human‑resources functions within a humanitarian or UN environment.
- Proven ability to conduct research, analysis and produce high‑quality written products.
- Familiarity with gender and diversity indicators and their application in programme settings.
- Experience supporting senior managers and coordinating multi‑stakeholder initiatives.
- Ability to lead field missions and work effectively in diverse, international teams.
