Debris Monitor – Field, Tower & Waterway

About the role

CDR Emergency Management Inc. is hiring Debris Monitors to support disaster recovery efforts across multiple counties in North Carolina. Monitors will observe and document contractor‑performed debris removal, ensuring compliance with FEMA’s Public Assistance Program and federal regulations.

Key responsibilities

• Perform field, tower or waterway monitoring duties, including boat work for waterway assignments (up to 12 hours per day).
• Verify that debris removal sites are safe and that Maintenance of Traffic (MOT) requirements are met.
• Document all activities accurately using Load Tickets, daily logs, incident reports and photographic evidence.
• Certify hauler truck capacities, record GPS coordinates of loading sites, and ensure proper classification of debris types.
• Identify eligible versus ineligible debris and prevent mixing of debris streams.
• Monitor contractor safety practices, work‑zone traffic control and adherence to FEMA policies.
• Calculate load percentages, enforce proper dump locations and maintain compliance with debris segregation rules.

Required profile

• Ability to work long hours on a boat in potentially choppy conditions.
• Strong attention to detail and ability to produce concise, complete documentation.
• Familiarity with federal emergency management regulations, especially FEMA Public Assistance.
• Physical capability to operate in field environments and handle safety equipment.

Required skills

• Use of GPS for site location tracking.
• Operation of Load Ticket documentation system.
