About the role
The International Civil Service Commission (ICSC) is seeking a senior leader to head its Human Resources Policies Division. Reporting directly to the Executive Secretary, the Chief will shape and oversee system‑wide HR policies for the United Nations common system, ensuring they meet the evolving needs of member states and organizations.
Key responsibilities
- Lead and coordinate studies on HR planning, recruitment, mobility, career development, performance management, work‑life balance, job evaluation, conduct standards, gender equity and related areas.
- Manage the UN mobility and hardship scheme, including annual classification of duty stations, designation of non‑family stations, danger‑pay mechanisms and rest‑recuperation frameworks.
- Formulate policy recommendations and provide authoritative advice to the Commission and the General Assembly.
- Monitor and guide implementation of approved policies across UN agencies, ensuring consistency and effectiveness.
- Oversee development, testing and revision of job‑evaluation systems, manuals and remuneration studies, and train staff on their application.
- Develop the Division’s work programme, supervise staff performance and foster a results‑oriented, professional environment.
Required profile
- Proven senior‑level experience in human resources policy development within international, public‑sector or large‑scale organizations.
- Strong understanding of the United Nations common system and its HR frameworks.
- Demonstrated ability to lead multidisciplinary teams and manage complex programmes.
- Excellent analytical, advisory and stakeholder‑engagement skills.
Required skills
- In‑depth knowledge of UN HR policies, mobility and hardship schemes.
- Expertise in job evaluation methodology and remuneration analysis.
- Ability to translate best practices from public and private sectors into UN policy.
