Senior Subgrant Administrative Manager

About the role

The International Rescue Committee is seeking a Senior Subgrant Administrative Manager to lead subgrant administration, compliance, and oversight for the Statewide Family Support Coordinator project across 11 Regional Network Hubs. This senior position ensures timely, accurate fund disbursement and strong internal controls while supporting subgrantees with technical assistance.

Key responsibilities

• Manage the full subaward lifecycle in the PEERS system, from partner identification and onboarding to close‑out.
• Draft, execute, and monitor subaward agreements ensuring alignment with scopes of work, budgets, CDSS requirements, and IRC standards.
• Maintain complete and compliant documentation in IRC systems such as OTIS.
• Ensure subgrantee adherence to CDSS, federal, and state regulations and IRC procurement and financial policies.
• Develop and implement risk mitigation and monitoring plans, using PEERS frameworks like Progressive Performance Improvement.
• Collaborate with program, finance, compliance, and MEAL teams to support high‑quality implementation.

Required profile

• Senior‑level experience in grant or subgrant administration within a humanitarian or non‑profit context.
• Strong knowledge of California Department of Social Services (CDSS) requirements and U.S. grant regulations.
• Proven ability to lead cross‑functional teams and manage complex compliance risks.

Required skills

• Proficiency with the PEERS (Partnership Excellence for Equality and Results System) platform.
• Experience using OTIS for documentation and reporting.
• Grant lifecycle management, risk assessment, and compliance monitoring.
