Senior Navy POM / Resource Management Analyst

About the role

Navaide is seeking an experienced Senior Navy POM Strategist / Resource Management Analyst to support Department of the Navy clients. The role focuses on aligning strategic military priorities with long‑term fiscal plans throughout the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle.

Key responsibilities

• Support the full lifecycle of Navy POM development, including issue generation, analysis, coordination, adjudication, and senior‑leader decision support.
• Translate strategic guidance such as the National Defense Strategy into actionable capability and resource requirements.
• Lead client teams through the Programming phase, identifying resource imbalances, structural deficits, and unfunded priorities.
• Draft high‑impact issue papers, impact statements, and senior‑leadership briefings for internal and OSD reviews.
• Conduct rigorous "what‑if" analyses on funding adjustments and assess operational and readiness risks.
• Maintain a historical log of program changes and baseline adjustments throughout the programming cycle.

Required profile

• 8+ years of DoD financial management, programming, or resource management experience, with significant Navy exposure.
• 5–10+ years navigating DoD acquisition, federal budgeting, or OPNAV staffing processes.
• Advanced knowledge of the Navy’s internal POM workflow from Issue Generation through PBCG to OSD submission.
• U.S. citizenship and ability to obtain and maintain the required security clearance.
• Willingness to work onsite at the client location in Arlington, VA on a regular basis.

Required skills

• Advanced proficiency with Microsoft Excel.
• Advanced proficiency with Microsoft PowerPoint.
• Experience with Navy database systems and financial modeling utilities.
• Familiarity with strategic prioritization platforms such as PBIS.
