Senior Consultant, Training Strategy Lead

About the role

This senior consulting position leads the design and execution of end‑to‑end training programs for a statewide public‑health digital platform. The role blends public‑health transformation, technology modernization, and large‑scale learning strategy to ensure agencies adopt new systems effectively.

Key responsibilities

• Define and own the overall training strategy, roadmap, and framework for a multi‑agency technology rollout.
• Conduct training needs assessments, create learner personas, and map role‑based learning requirements.
• Design scalable, blended learning models and oversee development of e‑learning, instructor‑led sessions, job aids, videos, and reference materials.
• Coordinate training planning and execution with change‑management, technical, and implementation teams.
• Manage logistics, scheduling, communications, and post‑launch learning support.
• Establish success metrics, evaluate effectiveness, and drive continuous improvement.
• Support long‑term sustainability through onboarding frameworks and ongoing learning programs.
• Act as a strategic advisor to leadership on training risks, dependencies, and best practices.

Required profile

• 6+ years of experience in training strategy and delivery for complex technology or enterprise system implementations.
• Background in consulting or multi‑stakeholder environments, preferably within public‑health or government projects.
• Strong instructional‑design knowledge and ability to translate technical complexity into user‑friendly learning solutions.
• Proven stakeholder‑management and advisory capabilities.
