Program Officer II – International Visitor Leadership Program

About the role

FHI 360 is seeking a Program Officer II to manage the International Visitor Leadership Program (IVLP) and related short‑term exchanges to the United States. The role involves coordinating itineraries, budgets, and partner relationships for emerging leaders from around the world.

Key responsibilities

• Research, conceptualize, and write proposals for exchange programs, defining themes, content, and itineraries.
• Develop and manage project budgets, disburse funds to participants, interpreters, and vendors, and reconcile travel advances.
• Identify and coordinate with local partner organizations across the United States to develop program components.
• Arrange Washington, D.C. itineraries, including professional appointments, panels, site visits, and cultural activities.
• Conduct orientation sessions for delegations and prepare project materials and participant packets.
• Supervise program associate activities to ensure timely logistics and material preparation.
• Orient interpreters and liaisons to FHI 360 policies, client requirements, and project specifics.
• Maintain responsive relationships with clients, interpreters, and partners, adjusting programs as needed and handling emergencies.
• Conduct final project evaluations and prepare accurate program reports required by grant agreements.

Required profile

• Bachelor’s degree (field not specified).
• Fluent in written and spoken English; additional language proficiency as appropriate.
• Demonstrated experience in project or program management, preferably in international exchange or development contexts.
• Strong oral and written communication abilities.
