Personnel Program Analyst II

About the role

The Personnel Cabinet is seeking a Personnel Program Analyst II to join the Classification, Compensation, and Organizational Management Branch. This full‑time position supports state agencies by providing expert guidance on classification, compensation, and organizational management matters.

Key responsibilities

• Deliver consultative and technical customer service to agencies, employees, and management regarding classification, compensation, and organizational management regulations.
• Review, approve, or deny classification and compensation actions submitted through the Kentucky Human Resource Information System (KHRIS) for statutory compliance.
• Collaborate with staff to develop, revise, or eliminate job classification specifications.
• Research and perform organizational, job, and position maintenance in KHRIS, including mass changes and agency requests.
• Serve on the branch training team as a subject‑matter expert or facilitator for designated trainings.

Required profile

• Under general guidance, ability to interpret Kentucky Revised Statutes (KRS) and Kentucky Administrative Regulations (KAR).
• Strong analytical mindset with meticulous attention to detail.
• Excellent written and verbal communication skills.

Required skills

• Working knowledge of the Kentucky Human Resource Information System (KHRIS).
