Inside/OSP (Outside Plant) Manager

About the role

Competitive Range Solutions seeks an experienced Inside/OSP (Outside Plant) Manager to lead the planning, installation, and maintenance of telecommunications infrastructure across the Pentagon, NCR, and other locations. The role requires close collaboration with government, commercial partners, and a multi‑contractor team in a DoD environment.

Key responsibilities

• Lead installation, operation, maintenance, and engineering of cable trays, copper, coax, fiber optics, and related components.
• Maintain cleanliness and functionality of approximately 1,800‑1,900 Telecommunication Rooms.
• Conduct on‑site surveys, produce bi‑weekly reports, and develop maintenance plans compliant with ANSI/TIA/EIA‑568 standards.
• Use ticketing systems to track installations, moves, adds, changes, and OSP incidents, including emergency restoration.
• Manage contractors, coordinate with vendors and officials on construction plans, feasibility studies, and permits.
• Oversee JSP‑offered services for manholes, handholes, and ensure compliance with BICSI, local JSP, and safety guidelines.
• Provide detailed documentation, incident reports, and after‑action reviews.

Required profile

• Active TS/SCI clearance.
• 3+ years managing inside and outside plant infrastructure in large or government organizations.
• Bachelor's degree in a related field.
• Registered Communications Distribution Designer (RCDD) certification.
• Proof of current or ability to obtain OSP confined‑space training.

Required skills

• Fiber optics installation and maintenance.
• Copper and coax cabling expertise.
• Knowledge of ANSI/TIA/EIA‑568 standards.
• Familiarity with BICSI guidelines.
• Experience with ticketing and incident‑tracking systems.
• Understanding of JSP standards and OSP infrastructure.
