Human Resources Manager – Operations (Atlanta)

About the role

The HR Manager – Operations leads statewide HR operational processes for the Georgia Department of Behavioral Health and Developmental Disabilities. This role ensures consistency, accountability, and an improved employee experience across the employee lifecycle.

Key responsibilities

• Provide statewide oversight of HR operational functions, establishing standardized procedures and service expectations.
• Identify gaps and inefficiencies in HR processes and develop solutions to streamline and automate workflows.
• Maintain HR operating documentation, process maps, job aids, and quality‑assurance practices.
• Serve as the subject‑matter expert for complex HR operational matters and act as an escalation point.
• Manage HRIS (Workday) data integrity, employee records, onboarding, leave/FMLA administration, benefits coordination, payroll liaison, and employee surveys.
• Partner with HR Business Partners, Talent Acquisition, Learning & Development, Payroll, Finance, IT, and other stakeholders to align processes with compliance and data‑driven goals.

Required profile

• Proven leadership experience in HR operations or a similar functional area.
• Strong analytical mindset with the ability to assess processes and implement improvements.
• Excellent communication and collaboration skills to work across multiple departments.
• Experience managing HRIS platforms and overseeing employee lifecycle activities.
