HR Manager – Federal Consulting Firm

About the role

OCT Consulting is seeking an experienced HR Manager to lead its human resources function in a fast‑moving federal consulting environment. The role blends hands‑on payroll and benefits administration with strategic partnership to executive leadership on workforce planning, talent acquisition, and retention.

Key responsibilities

• Own the semi‑monthly payroll and timesheet cycle, including processing, wage garnishments, and QuickBooks submission.
• Administer health, dental, vision, life, disability, FSA/HSA, and 401(k) programs, reconcile carrier invoices, and manage open enrollment.
• Maintain multi‑state employment compliance, handle state tax filings, unemployment portal management, and DCAA‑related training.
• Manage the full employee lifecycle from onboarding through separation.
• Coordinate recruiting across funded programs and active proposals.
• Administer performance management, policy development, and employee‑relations matters.

Required profile

• Proven experience as an HR Manager or senior HR professional in a federal contractor or consulting setting.
• Strong operational, compliance, and interpersonal skills with the ability to handle confidential matters discreetly.
• Ability to work on‑site 2‑4 days per week in a hybrid schedule, with increased presence during peak periods.
