About the role

HEI Civil is seeking a motivated Project Manager/Estimator to join its Phoenix office. The role reports to the Vice President of Project Management and Estimation and supports a wide range of civil construction projects, from roads and bridges to water infrastructure and environmental restoration.

Key responsibilities

• Follow estimation procedures, select bids, develop estimation schedules, prepare and review estimates, and deliver proposals.
• Identify new project opportunities, develop client relationships, and maintain existing accounts.
• Manage heavy‑job and heavy‑bid processes, review daily costs and quality, and coordinate schedules, labor, equipment, materials, subcontractors, and suppliers.
• Monitor budget deviations, quality issues, and schedule changes; create weekly schedules and control cost changes, including change order negotiation and documentation.
• Oversee project documentation such as submittals, RFIs, change orders, invoices, lien releases, and additional work orders (EWO), ensuring proper signatures and electronic archiving.

Required profile

• Proven experience in civil construction project management and estimating.
• Ability to work under the direction of senior leadership and collaborate with superintendents and field operations.
• Strong organizational skills and attention to detail throughout all project phases.
