Finance Section Chief – Emergency Operations Center

About the role

A national emergency management consulting firm is seeking a Finance and Administration Section Chief for a temporary, seasonal position. The role is onsite at the Emergency Operations Center (EOC) for the duration of the mission, with 12-hour work days expected and possible evening and weekend work. The position is paid $40-$55 per hour (USD 104,000-115,000).

Key responsibilities

• Oversee the EOC Finance desk, supervising the Purchasing, Fiscal, Travel and Budget units.
• Develop staffing patterns to support SERT activities and track event costs with state finance offices, compiling daily cost estimates.
• Report mission costs to the SERT Chief and SCO, ensuring sufficient budget and federal funds.
• Purchase items for SERT and secure food vendor contracts for SEOC meals.
• Monitor and document personnel overtime, update request statuses and resolve issues with the SERT Chief.
• Support SERT demobilization with financial closeouts, attend meetings and ensure timely completion of the Situation Report and Incident Action Plan.

Required profile

• Bachelor's degree in Finance/Accounting; relevant experience may substitute for the degree on a year-for-year basis.
• At least two activations or exercises in a supervisory or key support capacity in an Emergency Operations Center or disaster response.
• Experience with financial management applications and with the Incident Command Framework at state or federal levels.
• Preferred: five or more years of emergency management experience, a Master's degree in finance, accounting or emergency management, and an ICS position-specific certification.
• Eligibility to work in the United States without employer-sponsored visa; must pass company and client background checks.

Required skills

• Proficiency in Microsoft Office 365, particularly Excel.
• Completion of IS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, E/G/L-0191, E/L-0958 and O-0305 before requesting the task book.
• Strong communication, critical thinking, organization, time management and confidentiality skills.
