Emergency Management Program Specialist / Manager

About the role

The University Police at East Texas A&M University seeks an Emergency Management Program Specialist or Manager to lead campus-wide emergency planning, preparedness, response, and recovery efforts. This position reports to senior university leadership and works closely with internal and external stakeholders.

Key responsibilities

• Develop, maintain, and test the university’s emergency operations plan.
• Coordinate training, drills, and exercises for faculty, staff, and students.
• Lead real‑time response and communication during incidents.
• Manage mitigation projects and oversee post‑event recovery activities.
• Ensure compliance with federal, state, and local emergency management regulations.
• Prepare reports, documentation, and after‑action reviews for senior leadership.

Required profile

• Undergraduate degree in emergency management, public safety, or a related field (advanced degree preferred).
• Relevant experience in emergency planning, response coordination, or public safety administration.
• Strong written and verbal communication skills.
• Ability to work collaboratively with diverse campus and community partners.

Required skills

• Knowledge of emergency management frameworks (e.g., NIMS, FEMA guidelines).
• Experience with incident command systems and crisis communication.
• Proficiency in developing training curricula and conducting exercises.
