Deputy Program Manager / Construction Services Manager

About the role

Parsons is seeking a Deputy Program Manager/Construction Services Manager to support the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio‑Fort Sam Houston. This high‑visibility progressive design‑build effort will deliver five modern dormitory facilities for up to 6,000 joint‑service medical students.

Key responsibilities

• Direct construction and factory assurance activities, coordinating six site inspectors and four factory inspectors to verify work and mitigate issues.
• Lead risk‑based surveillance, inspection planning, daily construction reporting, and integration of factory output, transport, foundations, module installation, utilities, and site logistics.
• Coordinate inspection and test plans, first‑article reviews, hold/witness points, and non‑conformance resolution with technical staff.
• Validate field progress and changes with scheduler, cost analyst, and contracts specialist; manage outages, access, environmental observations, and safety escalations.

Required profile

• Bachelor’s degree in engineering, construction management, or a closely related field.
• 12+ years of construction experience, including 5+ years supervising field teams and managing QA, schedule recovery, and contractor interfaces on large projects.
• Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston and travel domestically up to 15%.
• No security clearance required.

Required skills

• CCM, PE, PMP, or DBIA credential.
• Experience with federal installation and design‑build projects.
• Volumetric modular construction, factory surveillance, and utility sequencing.
• Applicable construction safety training.
