Deputy Director of Quality Assurance and Quality Control

About the role

The Honolulu Authority for Rapid Transportation (HART) seeks a Deputy Director of Quality Assurance and Quality Control to support the Director of QA/QC and the Executive Director/CEO. This senior position provides strategic and operational leadership for the quality management of Honolulu’s Skyline rail transit project.

Key responsibilities

• Assist in developing, implementing, and maintaining HART’s Quality Management System (QMS) and Quality Management Plan.
• Ensure compliance with all applicable laws, regulations, industry standards, and internal quality guidelines.
• Oversee planning, analysis, inspection, design, testing, and integration activities to meet quality objectives.
• Develop contractor and quality specifications for design, procurement, and construction contracts.
• Lead internal and external audit, surveillance, and monitoring programs.
• Coordinate quality assurance procedures across departments and maintain liaison relationships with governmental agencies.
• Support the creation and delivery of training programs related to quality standards.

Required profile

• Extensive experience in quality assurance and quality control within large‑scale infrastructure or construction projects.
• Proven ability to exercise independent judgment and delegated authority in complex technical environments.
• Strong knowledge of relevant regulations, standards, and industry best practices.
• Excellent communication and stakeholder management skills.
• Track record of developing and implementing effective quality management plans.
