Counterintelligence UTS Instructor

About the role

CACI is recruiting an experienced Ubiquitous Technical Surveillance (UTS) Instructor to deliver advanced technical surveillance training to Counterintelligence (CI) Special Agents. The role sits within the DIA Joint Counterintelligence Training Activity (JCITA) program, which trains CI personnel to counter espionage, terrorism, insider threats and sophisticated foreign intelligence activities. The position is full time, based in Quantico, with up to 10% local travel.

Key responsibilities

• Deliver UTS instruction drawing on operational experience and technical expertise, preparing agents for complex mission requirements.
• Plan, develop and run training and certification programs covering CI collection and operations in a UTS environment, in line with applicable laws, strategies and policies.
• Deliver classroom instruction and evaluate students during practical field exercises.
• Train days often exceed eight hours, may include weekends, and involve travel across the National Capital Region and CONUS.

Required profile

• Active TS/SCI clearance with a polygraph, or the ability to obtain one.
• Graduate of an accredited CI Special Agent credentialing school and completion of an advanced source-handling course.
• Demonstrated expertise in UTS, supported by industry, DoD or academic training, progressively responsible assignments and DoD- or federal-recognized UTS training (e.g., UTS Tradecraft Seminar, UTS Foundational Operations Course, Emerging and Disruptive Technologies, Technical Signals and Security Countermeasures, Technical Tradecraft for HUMINT).
• Five years of experience adapting CI operations to a UTS environment.
