Administrative Law Judge I (Hybrid)

About the role

The Administrative Law Judge I conducts administrative hearings for the Utah Department of Health and Human Services. The role primarily serves the Division of Child and Family Services but may also address matters across other divisions such as Licensing, Aging Services, and Medicaid.

Key responsibilities

• Conduct informal and formal hearings, status conferences, and pre‑hearing conferences via video, telephone, or in‑person.
• Issue subpoenas, manage pre‑hearing matters, and rule on motions and procedural issues.
• Explain procedural rules, statutory requirements, and evidentiary standards to litigants and counsel.
• Rule on evidence admissibility, evaluate testimony, assess witness credibility, and develop a complete administrative record.
• Perform independent legal research, draft clear written decisions, and issue judgments in a timely manner.
• Maintain accurate case files, records, and exhibits; support special projects as directed.

Required profile

• Juris Doctor (JD) from an accredited law school.
• At least one year of active legal practice.
• Compliance with Utah Supreme Court Rules of Professional Practice, Rule 4‑802.
