Accountant

About the role

The New York City Housing Authority (NYCHA) is seeking an Accountant to manage grant‑related financial activities, ensure accurate reporting, and support the organization’s fiscal compliance across federal, state, and city funding streams.

Key responsibilities

• Research and analyze unbilled costs in the Oracle Grant Module and source supporting documents.
• Reconcile City Comptroller‑registered contracts within the City Financial Management System (FMS) to NYCHA’s Oracle system.
• Prepare reimbursement packages in accordance with federal, state, city, and other funding guidelines.
• Monitor revenue and expenses for NYCHA’s grants and subsidies, analyzing expenditures against budget agreements.
• Prepare journal entries, financial reports, and account analyses; investigate and resolve irregularities.
• Coordinate with Financial Planning & Analysis, General Ledger, and administering departments to verify and reconcile grants.
• Act as liaison with stakeholders to ensure timely processing of reimbursement packages.
• Maintain accounts receivable files and perform award reconciliations.
• Assist in report preparation and gather financial documentation for various departments.
• Support the annual external audit process.

Required profile

• Baccalaureate degree from an accredited college or university.
• Successful completion of the civil service exam for the Accountant title (or eligibility on the civil service list).
• At least one year of service in the current NYCHA position for internal candidates.
• Eligibility for the 55‑a disability program (if applicable).

Required skills

• Proficiency with Oracle Grant Module and Oracle financial systems.
• Experience using the City Financial Management System (FMS).
• Strong grant accounting and reconciliation abilities.
• Knowledge of federal, state, and city funding guidelines.
