About the role

The Technical Advisor I, Cash & Markets provides expert technical advice and support for cash and market‑based programming across CRS Country Programs and partners. Embedded in the Humanitarian Response Department’s Market‑based Rapid Response and Recovery team, the role ensures high‑quality, gender‑responsive, and protection‑informed humanitarian assistance.

Key responsibilities

• Develop and implement agency‑wide strategies, standards, tools and best practices for cash and market‑based programming, integrating gender, protection and disaster risk reduction.
• Provide technical solutions for program design, implementation, monitoring and evaluation to Country Program teams, both remotely and on‑site.
• Lead technical design of proposals, support preparation, submission and approval of project concepts and full proposals.
• Strengthen capacity of staff and partners through training, workshops, coaching and development of curricula.
• Collect, analyse and share program data, lessons learned and best practices to inform decision‑making and the learning agenda.
• Assist Country Programs in building cash readiness, selecting delivery mechanisms, developing SOPs and piloting cash programs.

Required profile

• Bachelor’s degree in humanitarian assistance, social policy, economics or related field.
• 5–8 years relevant experience, including at least two years in emergency cash and market‑based programming with field exposure.
• Proven experience designing CVA programs for US Government funding and multi‑purpose cash assistance.
• Fluent in English and Spanish; French, Portuguese or Arabic highly desired.
• Willingness to travel up to 50% of the time, including short‑notice emergency deployments.
