Technical Advisor I – Cash & Markets

About the role

The Technical Advisor I supports cash readiness and market‑based programming across Catholic Relief Services’ country programs, providing technical advice on cash, market, food security and livelihoods interventions to ensure high‑quality humanitarian assistance.

Key responsibilities

• Develop and implement agency‑wide strategies, standards, tools and best practices for Cash & Market‑Based Programming.
• Provide technical solutions to country program teams for strategic planning, standards application, and monitoring & evaluation.
• Lead technical design of proposals, integrate donor requirements, and act as technical writer when needed.
• Strengthen capacity of staff and partners through training, workshops, and coaching on cash and market programming.
• Support partners in building cash readiness, selecting delivery mechanisms, and designing pilot cash programs.

Required profile

• Bachelor’s degree in humanitarian assistance, social policy, economics or related field.
• 5–8 years of relevant experience, including at least two years in emergency cash and market‑based programming.
• Proven experience designing CVA programs for US Government funding and multi‑purpose cash assistance.
• Fluency in English and Spanish; French, Portuguese or Arabic highly desired.

Required skills

• Proficiency with Microsoft Office (Excel, Word, PowerPoint).
• Data analytics and PowerBi reporting.
• Experience with e‑voucher platforms and cash delivery mechanisms.
