Project Engineer – Heavy Highway & Infrastructure Construction

About the role

The Project Engineer supports estimating and project management for heavy highway and infrastructure construction projects ranging from $250,000 to $10 million. The role works closely with Project Managers and Superintendents to ensure projects are completed efficiently, profitably, and on schedule.

Key responsibilities

• Assist with start‑up tasks such as submittals, quotes, COIs, subcontracts, purchase orders and field packets.
• Manage ongoing documentation including RFIs, CPRs, certifications, vendor records, production quantities and change orders.
• Support close‑out activities like force accounts, lien waivers, DBE reports and punch lists.
• Maintain electronic and hard‑copy project files and ensure critical documents are collected.
• Track material stock levels, logistics and daily HeavyJob timecards.
• Schedule projects, create weekly updates and record meeting minutes.
• Mentor and train entry‑level staff, and may act as a mentor for new hires.
• Assist with budget development, invoice processing and project accounting.

Required profile

• B.S. in Civil Engineering or Construction Management.
• 3+ years of field management, engineering or estimating experience in heavy civil structures (bridges, culverts, road reconstruction, retaining walls, site work, underground utilities, excavation, earth moving).
• Ability to travel locally for pre‑bid conferences, site visits and bid reviews.

Required skills

• Proficiency in Microsoft Excel.
• Experience with E‑Builder system (PWSA).
• PennDOT ECMS system experience.
• Software: Bluebeam, HCSS HeavyBid, HeavyJob, Asta Powerproject, Primavera P6, Foundation, AutoCAD.
