About the role
The Purchasing Department at University of Arkansas Pulaski Technical College is seeking a Procurement Specialist to manage competitive solicitations, contract administration, and supplier relationships. The role supports campus departments by ensuring compliance with state procurement laws and efficient use of the Workday procurement system.
Key responsibilities
- Develop specifications and solicitation documents, receive and analyze responses, and facilitate public bid openings.
- Prepare bid tabulations, summaries, and post notices of intent to award in accordance with requirements.
- Receive, review, and facilitate the campus contract process, maintaining accurate contract records.
- Maintain working knowledge of Workday procurement processes and stay current on system enhancements.
- Review procurement documents for accuracy, approvals, funding information, and compliance.
- Maintain supplier records and procurement files to support reporting and audit requirements.
- Coordinate with Accounts Payable to ensure timely invoice payment and assist with reconciliation activities.
- Provide technical and customer‑service support to campus departments on procurement procedures and systems.
- Enter and maintain data in procurement and ERP systems, develop queries and reports.
- Support supplier relationships, respond to inquiries, and assist with issue resolution.
- Assist with procurement reporting, documentation, records retention, and audit preparation.
- Conduct research and basic quantitative reviews to verify procurement information.
- Provide training and procedural support on procurement processes as assigned.
Required profile
- High school diploma (or equivalent) plus five years of experience in purchasing, legal studies, finance, or a related field.
- Knowledge of state procurement laws, regulations, and competitive bidding processes.
- Understanding of contract management principles and purchasing procedures.
- Strong grasp of compliance, audit requirements, and documentation standards.
- Excellent organizational, analytical, and problem‑solving abilities.
- Effective interpersonal and communication skills with a customer‑service focus.
- Ability to manage multiple priorities and meet deadlines in a fast‑paced environment.
- Proficiency in Microsoft Office (Word, Excel, Outlook) and experience with procurement or ERP systems.
- Ability to build and maintain effective working relationships with internal and external stakeholders.
