Part‑Time Lecturer – Public Budgeting & Financial Management

About the role

The School of Public Policy and Urban Affairs at Northeastern University seeks a part‑time lecturer to teach PPUA 6505: Public Budgeting and Financial Management for the Spring 2026 term. Classes meet in the evenings on the Arlington, Virginia campus and serve working professionals enrolled in the NASPAA‑accredited MPA program.

Key responsibilities

• Deliver lecture and discussion sessions covering federal, state, and local budgeting processes, revenue sources, expenditure responsibilities, and budgetary politics.
• Introduce financial management topics such as cash management, fund accounting, debt financing, endowment spending, cost allocation, and tax expenditures.

Required profile

• Ph.D. in Public Administration, Public Policy, Economics, Public Finance, or a related field (preferred) or an advanced master’s degree with substantial professional experience in governmental budgeting.
• Demonstrated experience with federal budgeting, congressional appropriations, or federal agency financial management; college‑level teaching experience is preferred.

Required skills

• Knowledge of federal budgeting processes and congressional appropriations.
• Familiarity with public financial management practices such as cash management and fund accounting.
