About the role
The United Nations Department of Political and Peacebuilding Affairs is seeking a consultant to serve as an International Humanitarian Law Expert on the Panel of Experts established under Security Council resolution 2140. The expert will support the monitoring and investigation of sanctions compliance and human rights violations in Yemen, reporting directly to the Security Council Committee.
Key responsibilities
- Monitor sanctions measures, investigate alleged violations of international humanitarian and human rights law, and compile information on individuals and entities involved.
- Prepare and deliver briefings, presentations, and high‑quality reports for the Panel, the Committee and the Security Council.
- Participate in investigative missions, bilateral consultations and country visits, gathering evidence from government authorities, civil society and UN field presences.
- Contribute to the development of recommendations to strengthen the implementation of sanctions and to the Panel’s programme of work.
Required profile
- Advanced university degree (Master’s or equivalent) in law, international relations, political science, military science, journalism or a related field.
- Minimum ten years of professional experience, including at least three years of field experience related to sanctions, humanitarian law or human rights.
- Demonstrated knowledge of sanctions regimes, UN institutional structures and the political context of Yemen.
- Willingness to travel extensively, including to difficult environments, and ability to work independently under pressure.
Required skills
- Proficiency with Microsoft Word, PowerPoint and Excel.
- Experience using database software for archiving and organizing investigative material.
- Familiarity with photograph‑management and mapping tools for evidence collection.
