Infrastructure Project Manager – St. Thomas, USVI

About the role

Join a dynamic team delivering critical infrastructure projects across the U.S. Virgin Islands. As an Infrastructure Project Manager you will lead the full lifecycle of capital improvement initiatives, ensuring safe, on‑time, and on‑budget delivery while enhancing public assets and community resilience.

Key responsibilities

• Manage projects from programming through closeout, covering scope development, budgeting, scheduling, procurement, design, construction, commissioning and final handover.
• Administer contracts for architects, engineers, consultants, contractors and vendors throughout the project lifecycle.
• Develop bid packaging strategies and lead pre‑bid and post‑bid meetings.
• Monitor project scope, budgets, schedules and performance, ensuring compliance with quality standards and program objectives.
• Coordinate with program leadership, clients, consultants and stakeholders to resolve issues and mitigate risks.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Architecture or a related field.
• Minimum 10 years of experience managing construction or infrastructure projects, preferably publicly funded capital improvement programs.
• Professional certifications such as PMP or CCM are preferred.
• Strong written, verbal and presentation communication abilities.

Required skills

• Proficiency with Microsoft Office Suite.
• Experience using project management software.
