HSE Specialist

About the role

The HSE Specialist will lead the implementation of health, safety and environmental programs for Cotton Holdings in the Houston market. The role focuses on preventing incidents, ensuring regulatory compliance, and supporting operational teams across diverse project sites.

Key responsibilities

• Develop, implement and maintain the Cotton HSE Management System.
• Communicate HSE metrics, policies and regulatory requirements to leadership and field personnel.
• Create and review Site‑Specific Safety Plans and Job Hazard Analyses.
• Conduct on‑site risk assessments, safety inspections, audits and enforce corrective actions.
• Stop work when violations are observed and provide coaching to employees and contractors.
• Lead incident investigations, determine root causes and recommend preventive measures.
• Deliver safety and refresher training, toolbox talks and maintain OSHA recordkeeping.
• Interact with customers and local, state and federal officials as needed.

Required profile

• Strong communication skills with the ability to influence leadership and field teams.
• Experience supporting operations in developing safety documentation and risk controls.
• Proactive attitude toward incident prevention and loss reduction.
• Ability to conduct investigations, audits and provide clear coaching.

• OSHA regulations and 29 CFR 1910/1926 compliance.
• Job Hazard Analysis (JHA) and risk assessment techniques.
• Incident investigation and root‑cause analysis.
• Safety training delivery and toolbox talks.
• Site inspection, audit and corrective‑action implementation.
• OSHA 300 recordkeeping and related documentation.
