HR Business Partner – State of Georgia

About the role

The State of Georgia is seeking an experienced HR Business Partner to join the Georgia Vocational Rehabilitation Agency in Atlanta. This role supports the agency’s mission by delivering comprehensive human‑resources services, from compensation and benefits to employee relations and payroll.

Key responsibilities

• Lead HR functions including compensation, benefits, recruitment, employee relations, and payroll transactions.
• Conduct research, analyze data, and produce reports on personnel matters.
• Coordinate open‑enrollment benefits processing and employee performance appraisal programs.
• Ensure compliance with federal and state employment laws and reporting requirements.
• Identify staffing needs, post job notices, screen applications, and support hiring processes.
• Supervise technicians and administrative staff as needed.
• Negotiate and mediate labor disputes, provide employee‑relations advice, and act as a liaison with external agencies and task forces.
• Develop and deliver training on HR programs and policies.

Required profile

• Demonstrated ability to work with minimal supervision and serve as an HR subject‑matter expert.
• Strong analytical skills for data‑driven decision making.
• Experience managing special projects with significant impact on personnel activities.
• Excellent communication and consultation abilities.

Required skills

• Knowledge of federal and state employment regulations.
• Proficiency in HR processes such as compensation administration, benefits enrollment, performance management, and employee relations.
