Finance and Budget Officer

About the role

The Finance and Budget Officer works within the Financial Reporting and Analytic Service of the UN Office of Programme Planning, Finance and Budget. Reporting to the Section Chief, the role supports the preparation, analysis and administration of programme plans, budgets and financial statements in compliance with UN regulations and IPSAS standards.

Key responsibilities

• Review, analyse and finalise programme plans and budget proposals, ensuring alignment with legislative mandates and intergovernmental decisions.
• Issue and manage allotments, monitor budget implementation, and recommend reallocations to keep expenditures within authorized limits.
• Prepare IPSAS‑compliant financial statements, consolidate reports, and respond to audit observations.
• Provide substantive support to intergovernmental bodies, draft reports and correspondence, and represent the division in meetings.
• Guide, train and supervise staff, and coordinate special finance projects with other UN entities.

Required profile

• Strong knowledge of accounting principles, procedures and UN financial regulations.
• Ability to conduct independent research, analyse data, and present findings to senior management.
