Finance and Budget Officer

About the role

The Finance and Budget Officer will support the United Nations Mine Action Service (UNMAS) within the Department of Peace Operations in New York. Reporting to the Budget and Finance Section, the officer will ensure that medium‑term plans and annual budgets are accurately prepared, aligned with UN legislative mandates, and effectively administered.

Key responsibilities

• Review, analyse and finalise the medium‑term plan and its revisions, incorporating departmental inputs and securing approval from the General Assembly.
• Prepare cost estimates and budget proposals for staff, non‑staff and peacekeeping operations, ensuring compliance with the medium‑term plan and Security Council mandates.
• Issue and authorise budget allotments and sub‑allotments, monitor implementation, and recommend reallocations as needed.
• Track expenditures, verify financial reporting from implementing partners, and manage extra‑budgetary resources in accordance with UN regulations.
• Supervise the creation and closure of UNMAS grants in the UMOJA system and compile budget performance submissions.

Required profile

• Proven experience in public‑sector finance, budgeting or financial administration, preferably within an international organisation.
• Strong understanding of UN legislative mandates, General Assembly and Security Council budgeting processes.
• Ability to analyse complex financial data, prepare detailed cost estimates and present findings to intergovernmental bodies.
• Excellent written and verbal communication skills in English.
