Consultancy – Global Gateway & Innovative Finance

About the role

The International Rescue Committee (IRC) seeks a consultant to support its Global Gateway and innovative finance initiatives. You will help design and implement financing solutions that enable the IRC to scale impact in conflict‑affected and fragile environments.

Key responsibilities

• Analyse the EU Global Gateway strategy and identify financing opportunities aligned with IRC priorities.
• Develop blended‑finance proposals, including guarantees and investment facilitation mechanisms.
• Engage with Development Finance Institutions (DFIs), EU bodies, and private capital partners to mobilise resources.
• Assess market gaps in fragile contexts and recommend tailored financial instruments.
• Provide strategic advice to senior IRC leadership on sustainable funding models.

Required profile

• Advanced degree in finance, economics, international development or related field.
• Proven experience working with EU development funding, DFIs, or blended‑finance projects.
• Strong analytical and strategic thinking abilities.
• Familiarity with humanitarian or development contexts, especially in conflict‑affected regions.

Required skills

• Knowledge of blended‑finance mechanisms and EU Global Gateway instruments.
• Experience in financial modelling and proposal development.
• Understanding of donor landscapes and private‑capital mobilisation.
