Civil Engineer Project Manager – Transportation Design

About the role

Woolpert is seeking a seasoned Civil Engineer Project Manager to lead transportation design projects within its Houston (or Dallas) office. The role combines project leadership with hands‑on technical design of roadways, bikeways, roundabouts, and multimodal facilities, supporting the firm’s commitment to innovative infrastructure solutions.

Key responsibilities

• Lead project teams through preliminary engineering, detailed design, and quantification of transportation projects.
• Develop and manage project scopes, schedules, budgets, and deliverables to meet client expectations.
• Produce design deliverables using MicroStation, OpenRoads Designer, AutoCAD, and Civil 3D.
• Prepare and respond to RFPs, including proposal development, cost estimating, and schedule planning.
• Coordinate internal and client cross‑functional teams, ensuring quality standards and compliance with TxDOT processes.
• Maintain and grow client and consultant relationships to generate new business opportunities.

Required profile

• Bachelor’s degree in Civil Engineering from an ABET‑accredited program.
• Active Texas PE license or ability to obtain one within one year of hire.
• 5–15 years of transportation design experience, preferably roadway‑focused.
• Willingness to travel 5–10 % to client sites.

Required skills

• Proficiency with MicroStation, OpenRoads Designer (ORD), AutoCAD, and Civil 3D.
• Highway and street design, roadway alignment, roundabout design, grading and modeling.
• Curb ramp design, signing and pavement planning, maintenance of traffic, and storm‑drainage design.
• Knowledge of TxDOT project development process and construction documentation.
