Chief, Salaries and Allowances Division

About the role

This senior position is based in the Secretariat of the International Civil Service Commission in New York. Reporting to the Executive Secretary, the Chief leads the Salaries and Allowances Division, overseeing the determination and review of salaries, allowances and related conditions of service for staff across the United Nations common system.

Key responsibilities

• Direct the division’s work programme, set priorities, allocate resources and approve technical outputs before submission to the Commission.
• Develop policy positions and technical studies on remuneration for professional, higher, general service and locally‑recruited staff, including budgetary impact analysis.
• Assist the Commission in designing and reviewing methodologies for salary scales, dependency allowances, education grants, pensionable remuneration and other benefits.
• Lead the design and execution of local salary surveys for General Service and locally‑recruited categories at headquarters duty stations.
• Manage day‑to‑day operations related to travel per‑diem rates and other common‑system allowances worldwide.

Required profile

• Advanced university degree (Master’s or Doctorate) in human resources, business management, economics or related field; a bachelor’s degree with two additional years of relevant experience may be accepted.
• Minimum 15 years of progressively responsible experience in developing, reviewing or administering international or national compensation policies, including team leadership and preparation of substantive policy papers.
