Chief of Service, Human Resources Management

About the role

The International Civil Service Commission seeks a senior professional to lead its Human Resources Management service. Reporting to the Executive Secretary, the incumbent will guide the secretariat staff responsible for salary, allowance and service condition decisions across the UN common system.

Key responsibilities

• Prepare studies and policy analyses on remuneration for professional, higher and general service categories, including budgetary impact assessments.
• Oversee daily operations related to travel per‑diem rates and other allowances.
• Direct market surveys that inform salary scales for locally recruited staff at various duty stations.
• Maintain liaison with UN common‑system organizations and other ICSC divisions on remuneration matters.
• Assist the Commission in developing methodologies for determining and comparing remuneration elements.

Required profile

• Demonstrated expertise in designing innovative HR policies and managing change in complex, international environments.
• Strong analytical ability to interpret sensitive data and produce clear technical reports.
• In‑depth knowledge of the United Nations common‑system compensation package.
• Excellent written and verbal communication skills, with a professional demeanor and resilience under pressure.
• Leadership experience in identifying strategic issues, opportunities and risks.
