Chief of Section – Programme Management

About the role

The United Nations Youth Office is seeking a senior leader to head its Programme Management Section. Reporting to the Chief of Staff and working under the Assistant Secretary‑General on Youth Affairs, the Chief of Section will shape policy and drive the implementation of the Office’s mandate to engage youth worldwide.

Key responsibilities

• Provide policy guidance and strategic advice to the Assistant Secretary‑General on youth‑focused partnerships, advocacy and communications.
• Design and oversee the implementation of programmes that promote inclusive youth participation, intergenerational dialogue and innovative solutions.
• Coordinate the Section’s activities, ensuring timely delivery of research, outreach, and data‑driven communications.
• Supervise staff, review drafts, and ensure the quality of position papers and reports for UN bodies such as ECOSOC and the General Assembly.
• Collaborate with UN agencies, donors and external partners to align initiatives with resolution 76/306 and broader UN strategies.

Required profile

• Extensive experience in programme management, policy development and strategic communications within an international or multilateral environment.
• Proven ability to lead senior‑level teams and manage complex, multi‑stakeholder projects.
• Deep understanding of youth affairs, inclusive engagement and UN governance processes.
• Strong analytical and reporting skills, with experience preparing briefs for intergovernmental bodies.
