Attorney Advisor (Procurement)

About the role

The U.S. Department of Health and Human Services is seeking an Attorney Advisor specialized in procurement law. This senior legal position supports contracting officials across multiple locations, ensuring compliance with federal acquisition regulations and representing the agency in litigation and dispute resolution.

Key responsibilities

• Advise contracting officials on source selection, contract administration, and application of the Federal Acquisition Regulation (FAR) and related statutes.
• Litigate bid protests before the Government Accountability Office (GAO) and handle Contract Disputes Act claims before the Civilian Board of Contract Appeals.
• Prepare and file motions, briefs, affidavits, and other pleadings for court or administrative tribunals.
• Conduct depositions, manage discovery, and perform cross‑examinations during formal proceedings.
• Negotiate settlements with opposing counsel and provide guidance on broader administrative law issues.

Required profile

• Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) from an accredited institution.
• Active bar membership in any U.S. state, territory, District of Columbia, or Federal Court.
• At least four years of post‑bar experience in procurement law, including litigation, contract awards, and administration, with one year at a GS‑14 equivalent level.
• Exceptional client counseling, legal research, and writing abilities.

Required skills

• In‑depth knowledge of the Federal Acquisition Regulation (FAR) and related federal contracting statutes.
• Experience litigating bid protests and contract disputes before federal tribunals.
• Strong legal research, drafting, and oral advocacy skills.
