About the role

The Arms Expert will serve on the United Nations Panel of Experts established under Security Council resolution 2140. Working from home with periodic travel, the consultant will monitor sanctions, investigate arms‑embargo violations related to Yemen, and report findings to the Committee and the Security Council.

Key responsibilities

  • Monitor and investigate alleged violations of the arms embargo imposed by resolution 2216 (2015), gathering and analysing data on weapons, ammunition, military equipment and related financial flows.
  • Contribute to the Panel’s periodic reports, briefings and recommendations to improve implementation of Security Council resolutions.
  • Participate in investigative missions, bilateral consultations and field visits to collect information from governments, civil society and UN presences.
  • Compile and maintain databases on individuals and entities involved in sanctions breaches, ensuring rigorous evidence standards.
  • Prepare and deliver briefings, presentations and written analyses for the Committee, the Security Council and other stakeholders.
  • Assist in identifying capacity‑building needs of States to strengthen sanctions implementation and incorporate gender perspectives where relevant.

Required profile

  • Demonstrated knowledge of sanctions regimes, especially those concerning Yemen, and substantive expertise in small and heavy weapons, emerging weapon technologies and their supply chains.
  • Strong analytical and research skills with the ability to produce clear, evidence‑based case studies and reports.
  • Proven ability to work independently, handle confidential information, and operate under pressure in dynamic, politically sensitive environments.
  • Willingness to travel extensively, including to difficult or insecure locations, and to incorporate gender considerations into analysis.
