Technical Advisor III – Digital Health Solutions for CIHS Project

About the role

The Technical Advisor III will lead the design, deployment and scale‑up of digital health solutions for the Continuity of Integrated Health Services (CIHS) project across Guinea, Liberia, Mali and Togo. The role provides strategic and tactical technical advice to country teams, ministries of health and partners, ensuring sustainability and alignment with national health strategies. The position is remote‑global and reports to Catholic Relief Services.

Key responsibilities

• Contribute to design, advocacy and implementation of CIHS digital health strategies, standards and tools.
• Support country teams and ministries in analyzing business processes, defining functional requirements and translating program needs into system specifications.
• Provide technical leadership for interoperability, governance and sustainability of digital health and health information systems.
• Guide proposal development, project design and staffing for complex digital health initiatives.
• Lead capacity‑strengthening activities, including solution design, system configuration, training, and mentorship for staff and government partners.
• Represent CRS in regional and global digital health forums to promote collaboration and influence policy.

Required profile

• Bachelor’s degree in international development, international relations or a related technical field.
• Minimum ten years of experience in digital health systems and solutions, including at least three years overseas as a technical advisor or program manager for large‑scale national digital health infrastructure projects.

Required skills

• Proficiency with MS Office suite (Excel, Word, PowerPoint) and web‑conferencing applications.
• Hands‑on experience with digital health information systems such as HMIS, EMR and supply‑chain management tools.
• Strong project management and data analysis capabilities for large‑scale health data collection, visualization and evidence‑based decision‑making.
