Program Manager I – MEAL for CIHS Project

About the role
The Program Manager I serves as a technical advisor and process lead for Monitoring, Evaluation, Accountability and Learning (MEAL) on the Continuity of Integrated Health Services (CIHS) project, a multi‑country initiative supporting Guinea, Liberia, Mali, and Togo. The role coordinates MEAL activities, manages tools and methods, and ensures high‑quality, evidence‑based programming.
Key responsibilities
- Develop and manage the project’s MEAL system across start‑up, implementation and close‑out phases.
- Provide technical support for MEAL design, tools and methods appropriate to the CIHS context.
- Analyze quantitative and qualitative data, ensure data quality and integrate findings to improve programming.
- Ensure donor and agency compliance with MEAL standards and reporting requirements.
- Maintain relationships with partners, community members and stakeholders, and share learning in regional forums.
- Identify capacity needs, train partners on the MEAL system and support donor reporting.
Required profile
- Bachelor’s degree in international development, International Relations, Sociology, Statistics or related field.
- Minimum 5 years of field‑based experience coordinating or managing projects, preferably with an international NGO.
- Experience communicating with communities and implementing accountability mechanisms.
- Master’s degree in a related field or leadership experience in MEAL is preferred.
- Fluency in English; proficiency in French is a plus.
Required skills
- Quantitative and qualitative data analysis.
- Database management.
- Microsoft Excel, Word and PowerPoint.
- Statistical software such as SPSS, Stata or R.
- Web‑conferencing applications and information management systems.
