Staff Counsel – Legal Counsel Unit

About the role

The NYC Department of Consumer and Worker Protection (DCWP) is seeking an experienced attorney to join its General Counsel Division as Staff Counsel. This position supports the Legal Counsel Unit in providing legal guidance across the agency’s consumer and worker protection initiatives.

Key responsibilities

• Advise DCWP staff and management on new and existing laws and regulations.
• Assist in implementing new statutes, including drafting rules, charges, checklists, and penalty schedules.
• Develop, assess, and negotiate contracts, memoranda of understanding, and other agreements.
• Ensure contract compliance with DCWP policies, procurement rules, and the City’s contract review portal.
• Serve as subject‑matter expert for industries regulated by DCWP and address licensing, collections, and enforcement issues.
• Draft memoranda, correspondence, and other legal documents.
• Communicate with external parties such as licensees, complainants, stakeholders, and sister agencies.

Required profile

• Juris Doctor degree and admission to practice law.
• Significant experience in municipal or regulatory law.
• Strong analytical and drafting skills.
• Ability to work collaboratively with multiple city agencies and stakeholders.
