Security Manager (P4) – Gaza

About the role

The Security Manager (P4) will lead UNICEF’s security function in Gaza, ensuring safe and uninterrupted humanitarian operations in a highly volatile environment. This senior position requires advanced judgement, coordination, and field security management to protect staff, assets, and programme delivery.

Key responsibilities

• Develop and implement security risk management measures and compliance with UN policies.
• Coordinate humanitarian movement, convoy planning, and access facilitation with de‑facto authorities, armed actors, and community leaders.
• Provide operational security support for emergency programmes, inter‑agency movements, and high‑risk field missions.
• Lead incident response, emergency preparedness, and civil‑military coordination activities.
• Oversee physical security, asset protection, and capacity‑building training for staff and partners.

Required profile

• Extensive experience in security management within complex humanitarian or conflict settings.
• Proven ability to negotiate and coordinate with multiple stakeholders, including authorities and armed groups.
• Strong understanding of UN security policies and humanitarian principles.
• Demonstrated leadership in field‑based security teams.
