Research Support Consultant – Ocean Governance Study (Dominican Republic)

About the role

This part‑time consultancy supports the United Nations Office of Legal Affairs in delivering an Ocean Governance Study for the Dominican Republic. The assignment is remote, lasts approximately three months, and focuses on two priority ocean sectors: sustainable marine and coastal tourism and maritime transport and port environmental management.

Key responsibilities

• Undertake consultations with state officials and national stakeholders.
• Conduct desktop research to identify relevant laws, regulations and policy documents for the selected ocean sectors.
• Prepare and administer survey instruments on the legal and institutional framework in line with UNCLOS requirements.
• Incorporate feedback from the Division, beneficiary State and stakeholders into draft deliverables.

Required profile

• Advanced university degree (Master’s or PhD) in international law, law of the sea, sustainable development, environment or related field (or equivalent experience).
• Minimum three years of progressively responsible experience preparing analytical reports, conducting qualitative/quantitative research and organising multi‑stakeholder meetings.
• Demonstrated experience in ocean affairs and the law of the sea.
• Fluency in Spanish (required) and working knowledge of English (advantage).

What we offer

• Part‑time consultancy (Level B) for a total contract value between US$6,608 and US$8,000.
• Payment schedule: 10 % upon approval of work plan, 40 % after Phase 1 (first draft of the Priority Sector Report), and the balance after Phase 2 (final accepted outputs).
