Health, Safety, and Environment (HSE) Manager – Data Center Construction Projects

About the role

Turner & Townsend is seeking an experienced Health, Safety, and Environment (HSE) Manager to lead HSE initiatives on large‑scale data centre construction projects in Prineville, Oregon. The role focuses on ensuring compliance, mitigating risk, and fostering a strong safety culture across all site activities.

Key responsibilities

• Develop, implement and enforce comprehensive HSE policies that meet local, state, federal (e.g., OSHA) and client standards.
• Conduct risk assessments and job hazard analyses for all construction activities and apply mitigation strategies.
• Perform regular site inspections and audits to ensure environmental and safety legislation compliance, and address non‑conformities.
• Organise safety orientations and ongoing training for employees, contractors and visitors.
• Lead investigations of accidents, incidents or near‑misses, determine root causes and implement corrective actions.
• Develop and manage emergency response plans, coordinate drills and maintain crisis communication channels.
• Oversee environmental compliance, including waste management, pollution prevention and sustainability goals.
• Maintain detailed records of meetings, training, incidents, inspections and permits; provide regular reports to project management.

Required profile

• Bachelor's degree in business administration, supply chain management or a related field.
• 7‑10 years of experience implementing HSE programs on complex construction projects.
• Proven ability to work with multiple stakeholders and manage contractor safety programs.

Required skills

• Knowledge of OSHA regulations and other relevant safety legislation.
• Experience conducting risk assessments and job hazard analyses.
• Ability to develop and execute emergency response plans.
• Proficiency in environmental compliance practices such as waste management and pollution prevention.
• Familiarity with SOX control requirements where applicable.
