Enterprise Controller

About the role

The Department of Finance seeks an Enterprise Controller to lead the financial management of the Parking Enterprise Fund. This senior position oversees budgeting, audit coordination, billing systems, and strategic financial planning for the City of Norfolk’s parking operations.

Key responsibilities

• Develop and manage the annual operating budget for the Parking Enterprise Fund.
• Prepare year‑end audit work papers and serve as primary liaison for internal and external auditors.
• Analyze and produce financial statements, cash flow reports, and accompanying notes in compliance with US GAAP and Governmental Accounting Standards.
• Supervise accounts payable, accounts receivable, and customer service teams, setting goals and fostering cross‑training.
• Streamline billing and collection processes, implement technology enhancements, and ensure timely revenue reconciliation.
• Monitor capital improvement project expenditures and provide strategic financial guidance.

Required profile

• Extensive experience in public sector accounting and financial reporting.
• Proven ability to lead audit processes and implement audit recommendations.
• Strong analytical skills with a focus on accuracy and compliance.
• Leadership experience managing finance‑related staff and promoting continuous improvement.

Required skills
