About the role

CDR Emergency Management Inc. is hiring Debris Monitors to support disaster‑recovery projects across multiple counties in North Carolina. Monitors observe and document contractor‑performed debris removal, ensuring compliance with FEMA’s Public Assistance Program and local safety requirements.

Key responsibilities

• Perform field, tower, or waterway monitoring duties, including up to 12‑hour shifts on a boat in variable conditions.
• Verify that debris removal activities follow FEMA Public Assistance guidelines and project‑specific directions.
• Maintain accurate documentation such as load tickets, daily activity reports, incident reports, damage photos, and logs.
• Confirm truck capacities, equipment placards, and proper segregation of debris types.
• Monitor work‑zone traffic control, Maintenance of Traffic (MOT) setups, and overall site safety.
• Identify eligible versus ineligible debris and prevent unauthorized collection or mixing.
• Calculate load percentages and ensure proper dump locations according to FEMA policies.

Required profile

• Residency or familiarity with the affected North Carolina areas.
• Comfortable working long hours on a boat and in potentially choppy waters.
• Strong attention to detail and ability to follow safety and regulatory procedures.
• Ability to operate and record GPS coordinates for loading sites.

Required skills

• GPS navigation and coordinate recording.
• Knowledge of FEMA Public Assistance Program requirements.
