Program Officer, Instructional Design

About the role

The International Rescue Committee is seeking a Program Officer, Instructional Design to create and deliver learning resources for call‑center staff supporting the Office of Refugee Resettlement National Call Center and Sexual Abuse Hotline. You will work with subject‑matter experts to assess needs, design curricula, and ensure staff receive effective training.

Key responsibilities

• Assist the subcontract team in executing the vision for call‑center staff training and development.
• Conduct learning needs assessments with SMEs and establish clear learning objectives.
• Design and develop eLearning modules, job aids, multimedia tools, and contribute to the Call Specialist Handbook.
• Facilitate virtual and in‑person training sessions.
• Identify and implement appropriate educational technologies.
• Maintain training records and evaluate training effectiveness, adjusting materials as needed.
• Support the established training plan and respond to learner feedback.

Required profile

• Bachelor’s degree in instructional design, education, or a related field (equivalent experience acceptable).
• Graduate degree highly desired.
• At least four years of experience developing and delivering training, technical assistance, or capacity‑building programs.
• Proven ability to create training curricula and supporting documentation.
